Komite Anti Dumping Indonesia (KADI) di bawah payung hukum Peraturan Pemerintah Nomor 34 Tahun 1996 Tentang Bea Masuk Anti Dumping dan Bea Masuk Imbalan, dan telah diperbarui dengan Peraturan Pemerintah Nomor 34 Tahun 2011 Tentang Tindakan Antidumping, Tindakan Imbalan, dan Tindakan Pengamanan Perdagangan, dibentuk Pemerintah Republik Indonesia sebagai otoritas yang bertugas melaksanakan penyelidikan dalam rangka tindakan antidumping dan tindakan imbalan.

KPPI didirikan pada tahun 2003 melalui SK Menperindag No. 84/MPP/Kep/2/2003 tanggal 17 Februari 2003. SK ini merupakan tindak lanjut dari Keppres No. 84 Tahun 2002 tanggal 16 Desember 2002 tentang Tindakan Pengamanan Industri Dalam Negeri Dari Akibat Lonjakan Impor. Komite Pengamanan Perdagangan Indonesia (KPPI) adalah sebuah komite yang bertugas melaksanakan penyelidikan dalam rangka Tindakan Pengamanan atas Permohonan Tindakan Pengamanan (Safeguards) terhadap produsen dalam negeri yang menderita kerugian serius dan/atau mengalami ancaman terjadinya kerugian serius, dari akibat melonjaknya impor barang sejenis atau barang yang secara langsung bersaing dengan barang produsen dalam negeri.
